The recent spate of violence at the Park Towers high-rise public housing estate in South Melbourne is shocking but should be seen as a problem to be addressed rather than a reason to view the high-rise towers project as a failure.
I have more than 30 years of experience in public housing management, most of it at a senior regional level. In Victoria, I have probably worked in every local housing office operated by the Office of Housing in Metropolitan Melbourne. I worked on public housing high-rise estates at Richmond, Fitzroy and Collingwood from 1994 until my retirement in 2008.
For high-rises to work, agencies, local and state governments need to have an awareness of the needs and aspirations of residents. They must also be committed to action. To understand what can and cannot be done.
